Play group member of mine had a question about a certain card.

Plagued with Diseases SA

Decrease all opponents heroes by 0/2 (or 0/3 if you have the fewest redeemed Souls)

1. Does this card decrease heroes by 0/2 each time it is deactivated and then reactivated it again?

Example ( turn 1 hero 6/6 turn 2 6/4 turn 3 6/2)

or does it only decrease heroes by 0/2 while it is face up and in play?

If it only decreases then by 0/2 when it is face up , why would that be? (explain if you can)

I would say it only decreases 0/2, since it is an ongoing decrease. Ongoing decreases are not permanent, it will only remain while PwD is active.
I may be wrong, but I believe that's how it works and why.

Eragon is correct. Ongoing decreases are temporary and only decrease while the source is active.

Can confirm that this has been the ruling with this card, and this sort of card with ongoing decreases (Crown of Thorns and others being similar examples). They only decreasing while their ability is active, and the decrease ends when they are no longer active.
