Can you band from hand?

I make a rescue attempt with Jair and he blocks with ASA. I decide to play Debs. Directive and band in(OT) characters AM I allowed to band some from my hand along with ones from territory?
Praeceps keeps capturing my Peter.

Yes, as long as the card doesn't specify "from territory" or something like that as with Battle Cry, you can band to characters in your hand.

For a long time I've felt it should default to play unless otherwise specified like any other ability.

Band can target in players hand also, but not opponants hand.

I don't know exactly why, but band  auto targets in play and in hand, not just in territory, which means that you can band heroes/evil characters in fortresses also, and I believe land of bondage, like evil characters placed on sites.

All abilities have 'default targeting' that indicates where it can look for targets by default.  This can be added to or restricted by the ability itself, but all cards of that type target those locations unless otherwise stated.

You can find this in the REG.  For example, banding states:

That is why you can band to one from hand, or from fortresses or other locations in territories, so long as nothing prohibits the targeting or limits it in any way.

Not exactly.

Certain forts, like KotW, protect from the card being able to be banded into battle because they protect from targeting or otherwise specify that you cannot.  Also, if a card is face-down, it can only be targeted if the ability specifically states that it can target "any" or "all" of that type in a specific location (so if it does not specify that level, it is 'default' which means it cannot target face-down).

However, anything else is fair game if it is in the default targeting.  If I have some EC in Tower, then my opponent cannot band to them (protected from opponents) but I can still band them into battle just fine.  Same goes for the PG Panic Demon, which is placed but is still an EC and can be banded to as normal because it is in a territory.

There is no restriction inherent to fortresses, sites, or placed characters that stops the band.  Only abilities (either the band itself or the card holding the character) can limit the banding potential.
