does high priest caiaphas get a name on name bonus from high priests plot?
(in the scriptual reference it calls him out by name)

No. The enhancement's title must have the unique name of the character it's being played on for name-on-name.

I agree with those that say duplicate reference occurrences (two cards with the same scripture reference) count for name-on-name.

They don't, it is card title first. If its a generic card title like egyptain then it goes to reference. If the name matches it works, if the generic name and reference matches it works. On the other hand if there is a generic title and no reference support, or there is no name in the card title then there is no name on name bonus. I think Wraith was joking anyway WTTF has no numbers.

If an enhancement is played on a character, and the title of the enhancement contains the name of that character it gets Name on Name bonus. Also, if the character and the enhancement have the exact same scripture reference they get name on name bonus.
Examples:
Moses + Covenant of Moses (same name)
Job + Job's Faith (same name)
Huge Egyptian + Egyptian Spear (same scripture reference)
Woman of Thebez + Stone of Thebez (same scripture reference)
High Priest Caiaphas and High Priest's Plot do not share the same name (Caiaphas) or scripture reference so they do not get Name on Name bonus.

However, it must be the same character that's being referred to. (Say, Saul's spear.)

I didn't look at the verses of Caiaphas and HPP, I just figured they were the same, apologies for being confusing. I've edited my post.
