Other question:

I'm pretty sure it doesn't, but let me just clarify:

Caesarea Philippi protects your NT Sites from your opponent. That couldn't possibly include Site Access... could it? Site Access is a condition that a character possesses and doesn't actually target a Site, so it shouldn't apply... right?

Ok, yeah, never mind. Site Access abilities clearly target the Heroes they grant access to, not the Sites.

So scratch this question. Go answer the other one.
