In TEAMS play, Burial Shroud will restrict it's holder from making a rescue. It will also restrict other players from making a rescue attempt or battle challenge against that player.
Since Burial Shroud does NOT target the Land of Bondage, it does not do anything to the holders teammate. He may still rescue and have a rescue or battle challenge made against him. It does restrict the holder from blocking any rescue attempts or battle challenges since opponents are not allowed to take those game actions against that player.
Holder may not make a rescue attempt or be attacked. May be used twice.
I understand that there was a ruling given during Nationals last year that we've determined is inaccurate.
This is in no way to speak to the competency of the judges who gave that ruling. Even the best judges and most knowledgable players make mistakes. I've personally given inaccurate rulings on more than one occasion while judging tournaments. It's much easier to answer ruling questions here on the boards when we have time to think about it and do research. Even then we sometimes make mistakes. :)
*Please note that the errata listed for Burial Shroud on the Redemption Wiki site is not accurate. I'm not sure where it came from because I don't have record of errata being issued for this card.

One question...
What is the official ruling on whom a player may make a rescue attempt against? As a rescuer do I get to pick either member of the opposing team or am I limited to attacking one specific player?

Whoever has Shroud up cannot be the blocker of a rescue attempt so yes it keeps one teammate from being involved in battles while Shroud is up.
Generally speaking though when you attack the opposing team gets to choose who blocks the rescue you are making.

I think MJB is asking about abilities that target an opponent before the other team gets a chance to block.
I.e. "Look at opponent's hand." Does the attacker get to pick which opponent's hand to look at even though the blocking team may choose the other player to actually block?

From previous conversations, I seem to recall the ruling being that until the players decide who blocks, both are your opponent.

Fortress Alstad has found some epic uses for Burial Shroud in teams. I'd bet they're still keeping their best uses under wraps. They never let out all of their secrets.
