Does its SA activate immediately upon activation? Or can you choose when you use it?

Upon activation, as it doesn't say "may"

If you choose not to deactivate it (flip it face down) it automatically activates, even if it's the last thing you do in your prep phase before moving to the discard phase.

It actually says "may" in two places...just not the "may" that is implied. So a little more explanation to the RLKs may be needed.
