Title: Broken Cisterns and Mayhem

If I play Mayhem with Broken Cisterns in my territory, do all players shuffle but not draw, or only me?

Broken Cisterns (RA)

Type: Evil Enh. • Brigade: Brown • Ability: None • Class: None • Special Ability: Place in an opponent's territory. Negate draw abilities used by that player. All Heroes in that territory are decreased by 0/X. • Play As: Place in an opponent's territory. Negate draw abilities used by that player. Decrease all Heroes in that territory by 0/X. • Identifiers: OT, X = the number of good brigades in this territory.

Mayhem (TP)

Type: Grim Reaper • Brigade: • Ability: None • Class: None • Special Ability: Each player must shuffle hand into deck to draw six. • Play As: Each player must shuffle [return] hand into deck to draw six.

To my knowledge Dominants are all still inherently "Cannot be Negated", so Broken Cisterns shouldn't be able to prevent Mayhem.

I believe Red Warrior is correct. Doms are CBN

I concur with both Reds, Dominants cannot be negated/prevented/interrupted. They can, however, be protected against as well as instead-ed.

Red Warrior is correct. Dominants cannot be negated. Anyone else care to add?
