Title: broken cisterns

broken cisterns 0/0 brown enh.

Place in an opponent's territory. Negate draw abilities used by that player. All Heroes in that territory are decreased by 0/X.

Does the decrease follow the hero into battle?

Yes, unless a hero is protected from it, or the card is negated.

shouldn't it worked like plagues with disease.  the wording is the same in the way it decreases the characters, but when you turn down plagues with disease, the decrease doesn't stick.  there is nothing in broken cisterns that says the decrease remains when the heroes enter battle, it just says they are decreased while in territory

When a hero leaves the territory, the decrease is no longer in effect. It comes back into effect if the hero returns to that territory though.
