Promised Land:

Type: Site • Brigade: Multicolor • Special Ability: Hero gains access to any site. Abraham, Isaac, Jacob, Joshua, and King David may use Promised Land without limit. May only be used twice by other Heroes, then it must be discarded.

Moses and Elders:

Type: Hero Enh. • Brigade: White • Ability: 2 / 2 • Special Ability: Search your discard pile for any good card, except a Dominant or Artifact card, and put it into your hand.

First of all, is Promised land even considered a good card, or are all lost soul sites considered neutral, even multi-color? (Real question: Can you use Moses and Elders on Promised Land?)

Second, if Moses and Elders would work on Promised Land, could you bring it back again and use it another two times?

If this scenario were possible, then the SA resets and it could be used again. Only SAs that specify "per game" (or cause your card to be ripped in half) would not be able to reset once discarded or returned to draw pile.
