Agur: you may place an OT enhancement from Hand (or discard pile if book of the law is active) on a hero of matching brigade in territory. The next time that hero enters battle the enhancement is activated and discarded immediately.
Does this mean that agur could place gold evil brigade enhancements on gold brigade heroes, or does that not work. I am mostly thinking of 7 years of plenty and 7 years of famine.

No. Heroes can not play evil enhancements.

Also, Gold (good) and Gold (evil) are two different brigades, so they would not be "matching" for Agur's ability.

To clarify: despite any similarities in the shade of the colors printed on the cards, all brigades are alignment-restricted and cannot "match" a brigade of a different alignment.
