Based on the current errata for Brass Serpent,

Discard all poisons and diseases in play. Heal all Heroes in play.

and how heal works,

Quote
A character is healable if it is about to be discarded, was discarded earlier in the same turn, is poisoned, or is diseased. If no more specific requirement is specified targets must be healable.

1) Can Brass Serpent heal heroes that are, "about to be discarded", but not heroes previously discarded in the same turn because it specifies that the heroes have to be in play?

2) Are heroes that are "about to be discarded" even considered in play?

Unrelated,

I couldn't find anywhere in the Redemption Wiki or REG that cards return to face value/reset in discard pile. If someone could point out where I can find this information that would be much appreciated.

To answer your second question because I have no idea about the answer to the first. If a hero is about to be discarded, then it hasn't been discarded yet so it's still in play. It's kind of how special initiative works because you are about to be discarded by enhancement x but you are still "in play" to negate that enhancement. That's how I see it but that still doesn't answer the question to how heroes can be healed from earlier in the turn. So it doesn't really help.

Don't know where to find it in either of those places, but that is the way things are. And probably always will be.

Brass Serpent can heal any character that is healable, which is a term defined in the REG that applies to Heal abilities in targeting:

 Characters discarded from hands or decks cannot be targeted by heal cards.

Clarifications
 The phrase “being discarded” means “about to be discarded” or “recently discarded” (recently meaning previously in the same turn).

The default condition applies to Brass Serpent.  Any character that is healable is healed (so long as the character is not currently in set-aside).

Why would the default apply when a more specific requirement is specified: that the heroes must be in play?

The default conditions only define what healable is for the purpose of what characters can be healed.
