if i activate book of the covenant, can i activate up to 2 covenants on the artifact, or must i activate 2 covenants or none at all?

I have always ruled it as "up to," since I've seen a ruling on here before, but I do not remember if it was official or what the rationale for wording was.

You must activate two if you have two or more.  You can still play BotC and activate only one (zero) covenant if you only have one (zero) covenant, however.

I don't know why it was ruled this way on the boards. I only know that I was surprised to see it ruled that way because as a player I had always played it with YMT's interpretation.

Since it doesn't say "up to", then two is a mildly unfortunate requirement for the card.  But having only one Covenant in your pile, you are still free to "do as much as you are able" with the one.

Well that's good to know. I'm not sure why you would activate BotC and only use one covenant if you had more than one covenant anyway.  ;)
