blinding light 4/4 green enhancement SA: Set aside Saul/Paul for two turns.

1. Even though this enhancement has numbers and it targets an evil character in your territory can you still play it on your preparation or discard phases?

You can only set aside your opponent's characters during battle.

Just to clarify here, are you saying:

1. You opponent's character's can only be set aside by you during a battle

or

2. During battle the only legal target of a set aside ability you play is your opponent's character

Please tell me it's #1

Just to make sure everything is clarified here's the gist:
-Outside battle: Set aside enhancements can be played during prep/discard phases but can only target cards you control.
--Exemption: Territory-Class set aside enhancements can set aside any legal target(s) regardless of when they are played because TC enhancements take full effect whether played during battle or during prep/discard phase.
-During battle: Set aside enhancements, of any class, can be played via initiative and can set aside any legal target(s).
