Can I underdeck cards from territory or do they have to be underdecked from the cards I would draw?

the first part of the ability you get to draw x cards or instead do the second part as long as they have X in their territory.  But the second part you can either draw cards and/or you can underdeck your opponents cards from his territory and of course it's equal to X. So if X is equal to 2 you could draw one and underdeck one of their cards.

Correct^^ you can always draw X. If the opponent has more cards in play than you (except LS) you can do the second ability instead. The underdeck targets default to play so you can even underdeck the attacking Hero(es) if you'd like.

Great goobers that card is ridiculously powerful if you can draw AND underdeck your opponent's cards in play. Who designed it?

It is a good card but if you are opponent only plays with a solid color or maybe two then X Equal only two but if Moses is out there's three or the four living creatures that's 4 so that's cool.

Great goobers that card is ridiculously powerful if you can draw AND underdeck your opponent's cards in play. Who designed it?

It was designed with the intent of combating the powerful Throne and BoM decks that use multiple brigades as well as the new Martyr theme that typically uses several brigades. It was also designed to give players a way to "catch up" if the opponent gets out to a huge lead in cards in play. In a T2 game at Iowa State last week, my opponent and I took turns triggering our Outsiders (he used his to underdeck several of my cards, but that gave him the card advantage so I was able to do the same thing to him during his next attack).

As mentioned by Jeremy, if a player is using a mono-brigade offense like Angels or Disciples, they won't have to worry quite so much about Outsiders.  8)

The card underwent quite a bit of discussion to take on it's current form. Seems like that could make a good LoR article. ;)
