Yeah

Correct. The only actual Redemption cards that will be at Nats that you can't use at the tourney are Daniel and the new set.

I'm pretty sure the rule is that you can't use a new promo (at least a State or higher one) in a tournament of the same level or lower of that season. So if you got a Goliath at one Regional and then go to another Regional and a State in the same season, you can't use Goliath at any of those tournaments.

Would this then mean that ALL promos are tournament legal next season since there are no new ones coming out. So for example if I got a Goliath at next years regionals I could use it at next years locals?

I think it has to do with the first time the new promo is available, not the first time you individually acquire it. Goliaths were not legal at Regionals or lower this season since they were first available at Regional tournaments this season. Next season they will be legal at all levels because they were released in the previous season. INE, though.
