It doesn't hold additional LS for each Babylonian site in play, just one for each in play. If BBH is the only Babylonian site in play, it can only hold 2 LS if one is the Site Doubler.
But don't orget that you can have more than 1 Babylon site in play at a time, it has no SA
My deck has 3 BBH, and two Babylons, and I have 3 Site Doubler LSThen several cards that place sites +contents under draw pile
