When a card with a mandatory ability, such as Stephen, targets an opponent’s hand or deck or whatever with a reveal or look ability, but that opponent’s hand or deck is protected from opponent’s (such as CoW Jacob), does the targeting of that location still count as a look or reveal ability that was used for the sake of certain triggers activating, such as the Dull LS?

Stephen - Reveal opponent’s hand...

Jacob - Protect hand and deck from opponents.

Dull LS - If an opponent uses a look, reveal, or search, you may search deck for an evil character or evil enhancement.

I would say yes, just like if you draw or search with no deck left you still drawed or searched, it was just unsuccessful

Protection limits targets. If you do not have a legal target you cannot carry out the ability.
