I have City of Refuge in territory as a Site - SA - Protect OT humans from discard.

I play Baal Worship (TC EE) SA - Negate a card. If used by a Canaanite, you may discard a human in territory to draw X (limit 3 unless played in battle).

It is played off a Canannite to DC one of my OT humans in territory.
Does is fizzle because of the protect? or can't be targeted because of the protect? or is it do as much as you can?
I tried to DC my OT human, but it is protected, but since I tried I still draw X.

It would fizzle because the humans are protected--it is a cost-benefit ability so you do not get to draw unless you discard.

However, you could use the negate ability to negate your own City of Refuge and then do the discard/draw.

I thought it fizzled because of the protect, but wanted to confirm and figured I could use the negate to target City of Refuge IF it wasn't "do as much as you can". Simply getting greedy to draw without the penalty. Thanks.
