Simultaneous, Yet Consecutive
There has been a practical understanding for years that cards which bring multiple characters into a location at the same time must be dealt with in an order for the purpose of resolving abilities. For instance, if Battle Cry is played, Captain of the Host may be added to battle prior to The Strong Angel and Moses so that his "negate all but banding" will keep other abilities from negating Battle Cry... this method is both intuitive and practical. I like it.  :)


My question is concerning the "state" (i.e. location) of characters in the midst of a "band all"...


Let's use this example:
I have 3 heroes in territory: ET, Elishama, and King Jehoshaphat.
I make a rescue with Ethiopian Treasurer.
I play Unified Kingdom.
I intend to band to both heroes in my territory.
I band in Elishama the Priest.
I attempt to place an enhancement on King Jehoshaphat...

Is King Jehoshaphat considered in my territory at this point?

I could see it argued that since Unified Kingdom targets all the heroes at once that they are all considered "in battle" even though they are resolved one at a time... What do you guys think?

Mass banding results in all characters entering battle simultaneously with their special abilities activating in an order designated by the controller. All the characters enter battle at the start and then the abilities resolve.

In your example, King Jehosaphat would be in battle and, thus, not a legitimate target for Elishama.

browarod is correct. What you could do, if you were so inclined to make such a combo work, is to have Israelite Archer/Armorbearer/anyone other OT Hero that could band to Jehoshaphat in your territory as well. Then attack ET, play UK, band in Elishama and Archer, use Elishama's ability to place on King J, then use Archer to band him in.

What if you used Unified Kingdom to bring in Elishama and Jehoshaphat... would Jehoshaphat's band ability then activate after Elishama's "place" and bring in say Amariah the High Priest with an enhancement placed?
