Hello all!  This is a situation that came up a few weeks ago during a game that my group was playing.  I just kept forgetting to post it.  Two questions: 1) Can an opponent, while outside of battle, place a "Place on a hero. Negate that hero's special ability...." card on a hero that is also outside of battle? 2) And what happens after that card is placed say on a character that has an ability that cannot be negated?  If that hero comes into battle with the placed card still in play is he/she negated? 

1 - You can if it's territory class (eg: Image of Jealousy)

2 - Cannot be negated means it cannot be negated, even if something tries to negate it. The SA will work.

If it's Territory-class (TC), then you can play it on a character of matching brigade in your territory and then place it on an appropriate target (if it just says "place on a Hero" then any Hero in play is a legal target, the target doesn't have to be in battle). If it is not TC, there are some ways to do it (like High Places), but you cannot just decide to play it because you want to.
