1. When a disciple is underdecked to get the draw benefit, does the one that gets underdecked count as a card that can be drawn or only the ones still in the boat count as X for the draw? The language seems to imply that it's only the ones left in the boat that count for the draw.

2. Can I add and remove these guys at will during my prep phase, or once they're in there the only way to get them out is to underdecked them, as stated in the ability? The REG entry didn't quite answer it for me so I need some clarification. And does it being in set-aside have any affect if I can remove them at will during my prep phase, or no?

Fishing Boat (ability) - Set this aside. Each upkeep, you may underdeck a hero from here to draw X...

Fishing Boat (identifier) - Holds up to 12 Disciples. X = number of your heroes here.

REG - If a fortess with a hold ability does not describe how cards are both added and removed, then you may add or remove cards during your prep phase.

At one time we discussed adding a clarifying rule that a character could only be added or removed once per phase (i.e. you can put a disciple in Boat, and pull another out of the Boat, but can't do both to the same disciple in the same prep phase), but that did not end up being made official.
