Are Symbolic Characters Generic?

Title says it all.  The words “symbol” and “symbolic” do not appear in the REG (at least according to ctrl+F), so I figured I would post the question here.  I imagine they would be considered generic, but I can also see some counterarguments to that position.  Clarification is greatly appreciated.

I'm pretty sure some are generic (like Conquer, War, Famine and Death from RoJ) and some are unique (The Mighty Warrior from FoM).

You would want to check the ORDIR for guidelines on unique vs generic, and that's where you will also find info on symbolic characters.

"Symbolic" can be found in the ORDIR, but it won't really help with what you're looking for.

"Generic Card" and "Unique Card" are entries in the REG which should be helpful. After doing a quick glance through, I didn't see any symbolic characters in the list of generic cards, but there doesn't appear to be a well defined rule for whether or not symbolic characters in general are generic or unique.

We discussed a hard rule (making them all unique) a few years ago, but decided against it.

Doubt, Madness and Terror are generic (Hope too, on the good side). The Horsemen (Conquer, War, Famine, Death) are unique, because they've been ruled to meet the "supernatural leader/ruler" criterion.

I think it was the right call to not group them all as one or the other.  As has been stated, they vary too much to make a blanket assignment to all those characters.
