...how does he work? In order to activate his ability to *not* start rescue attempts, he must start a rescue attempt (or battle challenge)

Idk why this has no errata or play-as (especially considering cards like Protection of Angels do). Imo it'd work out one of two ways:
"If lone Timothy beings a Rescue Attempt, withdraw if there are two or more Heroes with strength 7 or greater."
or
It simply does nothing because it'd be the equivalent of Ignore and characters can't ignore themselves.

My guess is that they're supposed to put that part as an identifier, but they're being slow about it or haven't noticed.

He's probably just been overlooked because he has one of the most pointless abilities in the game. Though making the first sentence an identifier would probably be a good fix.

I thought we were against having SA's as identifiers. Cannot be Ignored as an identifier please.

A. In Type 2, may I battle challenge with Timothy even if he has access to lost souls by not declaring a lost soul to rescue.
B. After Timothy wins a battle, does his SA override an active Burial Shroud?

Silly STAMP, to answer these questions one need only look at the resolution to our (currently) 9 page discussion on Burial Shroud... oh wait ;)
Before G/H was released, I had a friend who ran a scary good White/Gold/Purple deck that used Lois, Eunice and Timothy. That is the ONLY time I've seen Timothy (AP) in tournament play. The only heroes +7/* where Moses and King David, so he didn't trigger often. We always interpretted Tim's ability as per Legion's ability (we didn't have "identifier" in our vocabulary but that's how we treated such abilities).

You should just give him a play as that says:
"Replace this card with Jeremiah (DL) in your deck."
