Does anti draw lost soul prevent Heavy Taxes from working at all?

Even if it didn't say may I think it'd still work.

I was told the whole card is prevented on the basis that Household Idols prevents the ignore from Peace Treaty because it has a band ability in it.

That's because HHI prevents good banding cards. If a good card has banding on it, the whole thing is prevented.

The Pigs LS does not prevent drawing cards, just drawing.

HoH only negates part of Trembling Demon
Satan's Seat only negates the protect from capture on Ahimaaz
Covenant of Palestine only prevents Herod Agrippa 1 from capturing peter. He can still discard James, Son of Zebedee.

Etc...

Special abilities are usually prevented by sentence, the Pigs LS prevents "all draw abilities," so it would prevent say, all of Reach of Desperation's ability, just like Household Idols prevents all of Peace Treaty's ability ("O.T. Hero ignores one evil brigade except orange, or may band to a human Hero."), including the ignore part (as was ruled at Nationals this year by Bryon Hake).

Not sure about the second sentence of Heavy Taxes though, depends on whether "do this twice" is a draw ability since part of "this" is drawing.

Heavy Taxes (when used on an emperor) has four separate abilities, one of them being essentially "repeat the two previous abilities". The abilities are:

Draw
Discard
Repeat Previous two abilities
End the battle

So the Pigs LS prevents the draw ability both times that it activates. But it does nothing to the rest of the abilities. The third ability is not by itself a draw ability, it is an ability that would allow you to reactivate a draw ability if you can. It would be like playing an enhancement that said "Draw a card" and then playing Book of Jashar on top of it. Even if the draw of Book of Jashar was prevented, BoJ would still become an exact copy of the card played. So your opponent must still discard two cards, and you will end the battle. The reason HHI stops the entirety of Peace Treaty is because it says that good banding cards (of which Peace Treaty is one because of its banding ability) have no effect. If HHI said prevent good banding abilities, the ignore part of Peace Treaty would be unaffected.

i agree with the majority of Pigs not preventing the other abilities because it only specifies to preventing drawing and not discarding and ending the battle.

so is this a do as much as you can type of ruling?
