No. You can't designate it as an artifact until after the search. It would need to be designated one beforehand in order to be targetable.
I guess I am not seeing the distinction you are making between the owner designating it as an enhancement for discarding versus designating it as an artifact for searching.

Not true. You can "designate" a Covenant as an Enhancement, put it in Storehouse, take it back, then use it as an Art.

cards in your deck/discard are not in your control in the same way that cards in your hand and territory are, and so searching for them as Arts/Enhs doesn't fall under the generalized concept of "use".
