Does Anti-Draw LS stop the draw ability on Fishing Boat?

and two fishing boat is doing the drawing. The condition just has to do with the heroes.

That doesn't answer anything.

One it's not in play

I'm not sure if this is the case. I know that abilities targeting cards default to in play (except for specific cards that can only be found set aside like that demon that targets CoA), but I don't know of any precedent/game rule that says abilities targeting abilities default to in play.

If the boat is doing the drawing, it's not the heroes and then the ls wouldn't matter

I think you need to reread the LS carefully noting what the "except" refers to.

And if you can't target things not in play unless said otherwise, and the ls doesn't say so it's to in play, how would it affect fishing boat anyways?

Like I said, as far as I know, the "defaults to in play" rule only affects abilities that target cards. It could also affect abilities that target abilities, or it couldn't, I don't know.

I Had it backwards. That was my fault. It said except by heroes. My apologies. 

Haha, no biggie. And you're probably right about the out of play thing. I'm just reserving some hope that maybe it can stop Boat.
