If I made an RA with, say, Jacob, and played Answer to Prayer, that would allow me to pull out CotW and play it, right?

No, Jacob still can't play Green enhancements. Game rule > Card, in this case.

Correct, Jacob is not green.

The correct answer is yes, you can search for CotW and add it to battle. However, CotW would not activate since there is no hero in battle that can use green enhancements, so it would kind of be a waste of AtP. :P
You could, however, add it to hand to later play on Joseph or Abel, for example.

I had essentially the same question as you had had. What had thrown me off was this in the REG:
Jacob (FF)
Type: Hero Char. • Brigade: Blue • Ability: 6 / 5 • Class: None • Special Ability: May band to a silver brigade Hero, or you may play a Genesis Enhancement. • Play As: May band to a silver brigade Hero or may play a Genesis enhancement, regardless of brigade [use other enhancements].
which still has not been corrected unfortunately.
