If an evil enhancement is placed on golgotha and the enhancement is somehow removed by your opponent, does Golgotha still stop your evil characters from being ignored. I am pretty sure Golgotha still works, but just wanting to make sure.

No, it only stops the ignore while the Enhancement is there. But you can just put it back since Golgotha can be used as many times as you want per turn.

Actually Pol is correct it was ruled that cards like Golgotha and others that have a special ability constructed like "while some condition : do this" are only active if the first half is met. In this case once the EE is removed, the CBI ability ceases. Golgotha is not a triggered ability.

wait, can you place multiple evil enhancements on Golgotha? IT is says anytime, what is to stop me from placing 8 EE on Golgotha? for instance what if I band in two EC's of different brigade, could i put 2 EE's one for each on Golgotha to let them band?

No. I believe it was errata'd to hold a maximum of one enhancement.
