"No (insert object) may..."

Are the following prevents, protects, or restricts?  I'll add my vote to each, but I've gotten different answers from different players, and the Play As on some of these are inconsistent.

Hezekiah's Signet Ring (Ki)
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: No opponent may search any draw pile or discard pile. • Play As: Prevent opponents from searching any deck or discard pile

My vote:  Based on the wording, gotta go with Restrict, since it targets a player.  But the Play As says Prevent.

Altar of Dagon (Pa)
Type: Artifact • Brigade: None • Ability: None • Class: None • Special Ability: No Evil Character can be converted. Prevents Holy Grail. • Play As: Protect Evil Characters from convert abilities. Prevent Holy Grail

My vote:  Protect.  Obviously.

Covenant of Abraham (Pa)
Type: Covenant • Brigade: Blue • Ability: 3 / 4 • Class: None • Special Ability: Use as an enhancement or an Artifact. No Evil Character may be set-aside while this card is in play. • Play As: Use as an enhancement or an Artifact. Prevent Evil Characters from being set-aside while this card is in play.

My vote:  Protect, although it has the exact same wording as Altar of Dagon and is listed as a Prevent.

I think Hezekiah's Signet Ring and Jerusalem Tower were both classified as restricts. I'm not sure how I feel about that, as my understanding of Restrict was that it essentially stopped players from certain game actions. Searching is a game action to be sure, but I think that restricts should only stop those game actions that can be done without special abilities. Since there is no way to search without using a special ability (as opposed to game actions like drawing or making rescue attempts, which are often done not as a result of a special ability) my preference would be that HSR would either be ruled as a prevent (Play As: Prevent search abilities used by opponents) or a protect (Play As: Protect all decks and discard piles from search by opponents). My vote would be for prevent. However, like I said, I believe the current rule is that it was made a restrict, and the Play As should read: Restrict opponents from searching any deck or discard pile.

Altar of Dagon is unquestionably a Protect. It has been a rule for years that cards that say "No X can be Y'd" are essentially ruled "Protect X's from Y". I don't recall that ever having changed.

Covenant of Abraham should be ruled a protect as well. The Play As there is incorrect based on the wording similarity to Altar of Dagon, Blue Tassels, etc.

I'd get that first one checked, because there is at least on Elder saying HSR is still a Prevent.
I am not talking about T2 unless I am explicitly talking about T2. Also Mayhem is fine now somehow!

Via the information I was given for my cheat sheet by at least two elders (I don't remember offhand which two, I think one was Bryon), since Signet Ring (and Jerusalem Tower) target players, they are restricts.
