I was just wondering because he bears quite the resemblance to them. Also, are panic demons generic?

I don't believe so, as he's not listed in the REG, but I'm not very well versed on the Angel Wars series. Is it a character named Admiral, or just a demon who is an Admiral?

Admiral was a specific character in the movie. It is not clear whether his name was a title, or just his name.

The precedent was that if the card referred to a specific person, then it was unique. Widow has long been ruled as unique, even though that was obviously not her name (likewise with Huge Egyptian). Since Admiral refers to a specific character in the Angel Wars movie, he has always been ruled as unique.

There has been a fairly prolonged discussion on the playtester's side of the boards to come up with a good system for determining uniqueness. Trust me when I say it is harder than it may seem. Currently the best way to determine uniqueness is to consult the REG lists.

What YMT said is mostly correct, though there are some instances where a specific person mentioned in a verse (such as the Syrian Archer who shot Ahab, or the guy who broke the Sabbath) are given the generic label. The REG lists are updated with the most recent rulings on who is generic and who is unique.
