Is his negate optional? I know it doesn't say may, but it does say can. As far as I've read in the REG it doesn't say that may is the only wording that indicates an optional ability.

The second definition of "can" on Merrian Webster online says: : have permission to —used interchangeably with may <you can go now if you like>

Type: Hero Char. • Brigade: Blue • Ability: 10 / 11 • Class: None • Special Ability: Hero starts as Abram. After he makes a successful rescue, he becomes Abraham and can interrupt and prevent all special abilities on all Lost Soul cards except the Proverbs 22:14 Lost Souls card. • Identifiers: OT Male Human, Patriarch, Prophet, Fought Earthly Battle • Verse: Genesis 17:4-5 • Availability: Patriarchs booster packs (Ultra Rare)

I would rule that the ability is optional. Interesting find.

I could go either way on this...and I certainly don't think it's going to be game-changing whichever way it is ruled. I would be more inclined to research other cards (if any) that share similar "can" wording and make a judgement call with all of them in mind.

Have you checked the REG?
Have you looked it up in ORCID?
