just wondering how deck building rules are affected by the following things:

• Faithful Witness:
  Can 4 copies of this card put in every deck? Even in a 50 card Type 1 deck? If not - what are the prerequisites in order to put 4 copies into?
• Fith Seal, Justice Seekers:
  Do cards like these count as Hero or Enhancement when it comes to deck building for e.g. Type 1 decks above 100 cards?
