Herod the Great was a King. After he died, his kingdom was divided into 4 territories ruled by Herods who were known as Tetrarchs (which means ruler over 1/4 of a kingdom). Some of the Gospel writers referred to those Tetrarchs as kings, so we can just call them all kings. Other gospel writers called them Tetrarchs, which is technically correct, but, as Rob hinted, might be confusing.When the original Herod's (the great's) grandson, Herod Agrippa I, was of ruling age, he became a king of the whole area. His son, Agrippa II, became king after him.
