Does a dominant played in territory add to the number of brigades in play?

Example:
My opponent plays Three Woes (SA not important) and chooses to negate an evil card. If my character returns from being set aside with Zeresh Advises Haman, does Three Woes let me set discard 9 heroes and a face down artifact?

Zeresh Advises Haman  SA: Set aside your Persian for three turns. On return discard X [X = number of each opponent's good brigades in play] Heroes and a random face-down Artifact from each opponent's territory.

Nope--dominants (similar to Fortresses) do not have brigades.

Follow on brigade number question:

If I set aside a hero with Training in Righteousness, when the hero returns do I have to select brigade colors that exist or can I pick any brigade colors I want (e.g., Chartreuse and Gunmetal)? If I have to select brigade colors that exist, do I need to select good brigade colors or could I select evil brigades (e.g., Crimson and Orange)?

Training in Righteousness  SA: Set a single-color human Hero aside for four turns. On return, Hero gains two additional brigade colors of holder’s choice.

P.S. I understand that if I assign evil (or made up) brigades the hero won't be able to play enhancements.

If must be good brigades that exist. A Hero can only have good brigades.

If must be good brigades that exist. A Hero can only have good brigades.
