We have made a change to the rules for targeting Lost Souls.

Prior to this the rule was that discard abilities could only target Lost Souls in play if the card specifically said "Discard a Lost Soul" (i.e. Burial).

We are expanding that rule to include any instant ability--not just discard.

REG 4.1.2 > Types and Definitions > Instant Abilities:

“An instant ability can only target a Lost Soul in play if the special ability specifies that it is able to target a Lost Soul, or if it specifies that it targets all cards in a location that contains Lost Souls.”

it still can because it is not an instant ability, because it is an ongoing prevent.

Because negates do not target cards, they target special abilities, this doesn't change how negates target Lost Souls at all.

So what kind of stuff does this effect? I can't think of where it would apply, So I just want to be sure I understand what is being said.

The LoR article mentions 4 cards - Noah, Outsiders, Foreign Sword (you can negate but not topdeck), and Faith of Abel. Besides those 4, probably Corrupt People and Continuous Evil, assuming this leads to to removal of the line in discard.

All cards that target LS should function normally. The area effect allows ANB, Hormah, and Threatened Lives to function normally.

It doesn't touch ongoing abilities (Thaddeus, Lampstand, etc.), or negates (Abraham, etc.).

Not a fan of this rule, would prefer an errata to the offending cards.

It's not just about the "offending cards," it's about a ton of future cards that will no longer need the "(except Lost Souls)" added to their ability to keep them from being unbalanced because of unwanted LS manipulation potential.

I, too, agree and am not a fan of erratas. Errata should be the absolute last option as it's really annoying having to keep up with errated cards, especially for newer players who are already having to learn the game and its many rules, exceptions and nuances. Errata should not be a knee-jerk reaction to issues that come up with cards but should only be reserved for something that is truly broken or greatly helps clarify abilities.

Also, just wanted to highlight something from the LoR post--this was a change we were already planning to make. We held off initially due to the time sensitivity with getting the REG update rolled out and wanting to make sure we thoroughly vetted the change.

However, with the likelihood that the Black/Gold Outsiders will be seen in a lot of decks leading up to and including Nationals, we felt it was better to go ahead and make the change rather than keep the fact that they would have worked like that to ourselves unto it eventually got out.

I still would have expressed my disdain. I understand the push for concise nature of cards, I feel like limiting strategic interaction with lost souls (cards such as FS and FoA) is a terrible thing, especially since we literally just had a format entirely dominated by the Liner. However, I understand the reasoning, and I have a semi-critical (but irenic) articles brewing in my head about the trend towards over-streamlined wording.
