Special Initiative
When a player is controlling character(s) in battle and an opponent's activating special
ability, or a game rule that has been triggered by an opponent's activating special ability,
would leave that player with no character in battle when the special ability has completed,
they have Special Initiative.
When this occurs, suspend the card causing the removal, additional abilities waiting to
activate, and any triggers (currently active ongoing abilities remain active)
. The player with
their character(s) being removed has the opportunity to play an Enhancement that will
interrupt or negate the ability that is causing the removal (or that triggered the corresponding game rule). The enhancement played must be able to interrupt or negate the removing ability. If the card with the removing ability was already removed from play due to its ability, it may still be targeted during Special Initiative by an enhancement that specifically targets its card type.
This only occurs once per activation of an opponent's special ability. If a removing ability is
negated (or cannot reactivate after an interrupt effect is played) and the negate (or interrupt effect that prevented reactivation) is later undone such that the original removing ability reactivates, this would trigger a separate instance of Special Initiative.

Clarifies what abilities are Suspended during Special Initiative. Clarifies that Special Initiative is a one-shot deal. Example: Opponent plays Net on Goliath. You can play Striking Herod as an interrupt - If you target a character besides Goliath, when Net reactivates you do not get another chance to interrupt.

Not sure I understand what you mean by a "one-shot" deal for Special Initiative. By the last paragraph of the Reg, it stipulates that in the right circumstances a "separate" instance of Special Initiative is triggered, but at the beginning of the paragraph it suggests that Special Initiative only occurs once per "completion" of the opponent's ability. The way I'm reading this ruling is that Special Initiative can occur multiple times as long as the opponent's ability is not completed. If a removing effect is negated, and then this negate is undone,  this would trigger and grant the losing player a separate instance of Special Initiative per the last sentence of the Reg. If a triggering of a separate instance of Special Initiative is generated, then the removal ability is then, once again, suspended, leaving it incomplete, thus potentially creating a loop of Special Initiative until the losing player cannot respond to the removal or the player playing the removal ability is unable to undo a negation/interruption of the removal ability.

If I am way off base, could someone please clarify, because the way Special Initiative is written would seem to suggest that "separate" instances of Special Initiative can occur apart from the triggering of the original Special Initiative instance.

"One shot" means that if the Enhancement you play during Special Initiative does not stop the removing ability (the Striking Herod example in RDT's post), you do not continue to have Special Initiative. There's only another opportunity if your interrupt/negate is later negated.
