The elder team has agreed to implement some changes for the betterment of the game. These are effective December 25th when Prophecies of Christ (phase 1) becomes constructed legal. Updates to official documents are forthcoming.
Reserve in limited formats - If a limited category offers at least 2 expansion packs from Revelation of John forward then the Reserve will be used in that category. The same reserve rules apply to limited categories that we use for constructed categories (10 card limit, required list, etc).
The Host Guide will be updated with clarification for the expectations of card sleeves, experience credit markers and shuffling.
We are removing language from the Host Guide that disallows a player to forfeit or draw and punishes them for intentionally losing. The following is being added in it's place.
"Players are allowed, after pairings are determined, to either forfeit to the opponent (Score of 0-5 in T1 and 0-7 in T-2) or both players may agree to mutually draw (Score of 0-0). Once game-play has begun, neither player may forfeit."
Duplicate cards will be allowed in sealed deck, the same as they are in booster draft. However, no duplicate Dominants are allowed in any category.
Dominants and Lost Souls are unique per TEAM. To help facilitate this TEAMS will only be allowed to check in 1 deck per player and will need to check them in simultaneously. This will impact the use of New Jerusalem & The Second Coming as well as Son of God and Chariot of Fire as only one deck will be able to contain one card from each pair.
Choose the opponent abilities (both choose the blocker and choose the rescuer) must choose a character in the opposing player's territory going forward. We believe this is a good first step towards attempting to balance CTO abilities by eliminating some of the most NPE uses. This will have the most impact on King Amaziah, Obedience of Noah, Provisions and Jude.
Deck lists will be required for State, Regional and National tournaments. At the host discretion they may require deck lists at local and district tournaments.

Glad to see all these changes! One thing I'm curious about, why disallow forfeiting after the game has begun? Basically every competitive game I know of always allows you to concede at any time.

Seeking clarification; looks like this means that if one teammate has Son of God, the other cannot have Chariot of Fire, and same for New Jerusalem/Second Coming. Correct?

What does a “limited category” entail?
So every deck in the higher level tourneys needs to have a written/printed list of every card in the deck and Reserve? You may want to clarify that the list needs to be handwritten in non-erasable pen or printed from a computer because if the player submits a list that’s on a notes-type of app on the player’s cell phone then the list can be edited after the deck is checked in.

Limited refers to Closed deck events (Sealed and Booster).

Wait, really? I thought that if you somehow pulled duplicate doms in Booster you were allowed to use them both.

Just to make sure that this is crystal clear and I'm understanding correctly: this means that both decks must have the exact same dominant and Soul packages?

Doms--Previously you could--we are changing that.
TEAMS--nope, the opposite. The two decks must have entirely different dom and LS packages (i.e. if my deck has SoG, your deck--as my teammate--cannot have either SoG or Chariot of Fire).

Right. Now people pulling those shenanigans need a way to give their opponent the useless character before their choose the blocker chump rescues.
