As long as it makes a legal deck, yes.

I go D, wanting a challenge has nothing to do with it. If we are trying to find out what the best set was, let the set use every tool at its disposal.

I am cool with D.... So long as there is a rule or a gentlemens agreement between players NOT to use sites in a color the other player does not have access to...

Example would be since Gabe has picked the Warriors set he would not include Silver sites in his deck because I have no cards with the color Silver in the Blues and Greens.

I think that would be a good compromise. So for those players with Silver or Teal sites, does that seem fair? I believe the only set that has zero access to Silver sites is Isildur's set, and the only two sets with zero access to teal sites are Isildur's and I/J.

You can change your decks as many times as you'd like between rounds.

Well, the tournament has filled, with the possibility for needing a backup if Thomas Hunter determines he can't play. If anyone finds out they need to drop out, please let me know ASAP, so we can find a replacement.

If you have any preference on the seeding method, please let me know by Sunday night with your rankings. I will have the initial bracket setup on Sunday night.

I can't see how starter decks with starter (with maybe some new) doms and Angel Wars with actual themes and proper abilities could possibly be below TexP, which has a grand total of 1 actual battlewinner (playable on 2 characters), and 1 other potential battlewinner (if other cards aren't in play), where you must play with 43 cards out of only 60, and where the cards are spread across good brigades at a rate of 4-3-3-3-3-3-3 without any actual synergy. That said, my rankings are:
