PC players don't have to pay for multiplayer. I just pay once for the game and thats it, unless its a MMO type game.

Here's my thought. How would you feel if the game was COMPLETELY free to play, no obligation to buy ANYTHING? But you would be limited on the cards you could get. I.e., you could buy the original, women, prophets, and maybe kings or some others; however, the other booster packs would have to be bought with real money? That way you could still enjoy the game completely free, but those who want to go further, could buy the booster packs?

Oh, and I forgot. Could anyone give me a way to contact the developer? I was going to start making one on my own till I found about this. Maybe I could help. I'm a programmer, and my main experience is web development anyways. However, from a dev's outlook, I think this will fall through. The graphics for this game are intense, and you'd have to have a VERY fast download speed to download the images in this game. And thats EVERY time you play it. In my opinion, this game NEEDS to be an executable download.

I totally disagree that you would need a VERY fast download speed.  Any online game would take the same or more bandwidth.

BTW, RTS 2 is coded in Silverlight, so it is an applet of sorts.

Actually, I'm pretty sure It would break copyright laws to allow cache. This is because those images would easily be able to be accessed by anyone, allowing them to distribute or modify as they please. I may be wrong, but I wouldn't do allow it without WRITTEN permission from cactus game design.

And I know that It's programmed in silverlight, but from my understanding, ALL that silverlight code still has to be downloaded AND executed on the client's computer, making for a VERY heavy web application.

All the card images are already available on the REG, and in the current RTS program.  Also, Cactus knows about (and I think Rob even commissioned) the project.

Silverlight is one of the most efficient web tools, and was made to handle images VERY simply.  Check out Photosynth if you haven't already -- the technology is amazing.  The developer is mjwolfe.  He's already got a working demo of the card organizer, which works beautifully.
