A couple questions that came up while testing a flood survivors deck.

1. Pitch and Gopher Wood reactivation
P&GW is active on my Ark in set-aside area. My opponent plays down Treasures of War.
Obviously ToW can't target P&GW in set-aside, but how does a set-aside artifact interact with "last artifact activated"? Would my opponent be able to destroy P&GW with ToW during my preparation phase, if it has to reactivate (by the same logic that leaving Captured Ark up two turns in a row consumes both charges)?

2. "Has"
Shem targets "each opponent who has more evil cards than you". What exactly does "has" mean? Control? Own and control? Does this include set aside, or just an implied "in play"?

1. ToW can still target it as the “last artifact activated” even if the artifact removed itself from play and as long as it’s within the same phase P&GW was activated.

Three elders agree that "has" means own and control. That includes your cards both in play and set aside area.

Just to clarify #1 with no confusion:
If Pitch and Gopher Wood is sitting in my opponent's Ark in set aside, on my turn I can play down Treasures of War, then on his turn, during prep phase, I can use Treasures of War on his Pitch and Gopher Wood if he leaves it activated on Ark in set aside.

If so, it looks like we ruled both of these wrong :P Good to know for next time!

I was joking that the answer wasn’t as easy to answer as the first question as I was thinking of the long discussion about it in the other thread. “Has” does mean as you said and was answered in the cited thread but not in all cases is the answer clear cut, such as the scenario discussed in that thread, which is why I gave him the whole thread so he knew that in some instances owns and controls may vary (such as banding).

As long as no other artifact has been activated since then why does it matter how long ago Gopher Wood was activated?

Since it’s TC I guess it would work outside of the played phase. Gabe mentioned I was correct on my first response so confirmation may be needed.

I guess the heart of the question was whether Pitch and Gopher Wood "reactivates" each turn if it's left up. If it does, then ToW could target it as the last artifact activated. The argument was that since limited-use artifacts like Captured Ark still use a charge if they're left up for multiple turns a row, leaving an artifact active is still an activation and therefore a valid target for Treasures' "last artifact activated" clause (even though it's in set-aside), even if another art has been activated since.

Again, we ruled that it wasn't targetable in this way, but I'm willing to be wrong.

Artifacts reactivate each preparation phase (if you choose to leave it active for another round) in whatever location they activate (on a Fortress, character, Site or the Artifact pile).
Have you visited the Land of Redemption today?

Yes, but how does this fact interact with artifacts that are in set-aside both before and after activation, and abilities that target "last artifact activated"?

Again, for the sake of clarity:
If Pitch and Gopher Wood is active on Ark (and not the last activated artifact) at the beginning of my turn, and it reactivates during my prep phase, is that reactivation (both beginning and ending in set aside) enough for Treasures of War (which does not target set aside)?

"Last" overrides the default of in play, so it should be able to target Pitch in Ark. I'm not sure whether the player that leaves Ark active has a chance to activate another Art on their Art pile (or another location) prior to someone else activating a placed Treasures.

As to whether "last" counts across phases, there's currently nothing that says it doesn't, so Pitch would remain the last Art activated until something else is activated.
