Legality of Using a Phone as a Chess Clock During Play?

I noticed the discussion about using chess clocks in Redemption and how one of the main concerns seemed to be the availability of chess clocks, and I thought, "There must be an app for that."

Turns out there are several. :P

Taking into consideration the potential positive implications of using chess clocks in tournament play, but also the recent ban of mobile devices, I'm wondering if I can use a chess clock app at tournaments both as a host and as a player.

Absolutely as a host.

When I'm judging my phone is out constantly for REG checks, stopwatch timing players turns, and occasionally calling other Judges for advice/confirmation.

As a player, probably not.
