So for URs:

ALL phase 1 boxes will contain one of: TSC, 3W or SW.

When phase 2 comes out ALL of those boxes will contain one of: TSC, 3W or SW.

After phase 2 has been released (for a while), Rob will start putting phase 1 and phase 2 cards into the same packs/box.  When this happens NO packs will include any of: TSC, 3W or SW.

That is correct as far as I know. Once they are combined there will be Legacy Rares put into the mix but that also.
