I looked and TLG only has phase 1 so far, otherwise I would be the first to get them  ;), but maybe Ken hasn't updated TLG.

I believe ken has the cards they just haven't been uploaded to TLG yet.

I haven't had time to update it with Phase 2 yet, but I also do not have the ultra rares from Phase 2 right now - all that I received went to fill pre-orders.

If I ordered a complete set of TEC now, about when would I get it?

You would get everything except the 2 newest ultra rare cards right away (as soon as USPS gets it to you!) Those 2 cards would be mailed when I receive more, which may be a month or so - I'm not sure.
