So I have been trying to find a good deal on the I and J starter decks and I believe I have found it! There is a promo code 376783 that gives free shipping on $100 or more.

Does anyone know if these decks are boxed within the tins like the GH Anniversary Edition? The picture appears as if they are just wrapped in plastic.

So yes you get I&J starter decks wrapped in plastic just like that. Also if you order them off Cactus website you get them just like that as well they have discontinued g&h.
