Thanks for the thought, YMT, and I agree with you. That is why I admitted my mistake in doing it. I had not looked closely at the policy until this happened. It's a for sure hard lesson learned.
Wow, I thought a dispute was a guaranteed win and I assumed that Paypal is a kind of an insurance. The one I filed from ebay a while back was won and money returned. That's tough and unfortunately makes me a bit more skeptical.
It's really sad that I can't safely buy cards on this forum.
Yeah, I remember that situation fairly vividly YMT, but when one member of lesser standing commits that offense, it prevents me from wanting to complete transactions with anyone I have not met in person.
Perhaps a list can be made of known and trustworthy traders and it can be edited at the discretion of one person, who would get feedback from other people on the forum about the person they traded with and the honesty/accuracy of the package they sent them?

I will bend for trusted members that I talk to on the boards (i.e. you, Polarius, the Professors, etc.), since I have hardly met anyone in person having never been to a Nats.

Well paypal is dumb. Its supposed to be the "safe, quick, and easy way to pay" but things like this happen. Things like this make me want to kick a giraffe in the face or something.
