If Nero were WC I'd have voted him, but not being able to use Horses, plus Immunity hate, plus Vitellus has a useful ability too, Vitellius all the way.

I agree. I'll bet most people are voting Nero simply because he's been popular the last several years. But Vitellius' ability is much more practically useful in today's meta.

Honestly, I've never found Vitellius useful. Nero comes in handy every once in awhile. Plus, what WC enhancements are useful with Gray Romans? Horses...so just stick that on somebody else.

Don't underestimate terrifying beast + vitellius + horses + heavy taxes.
