As far as sheer blocking goes, The Entrapping Pharisee is my second favorite evil character in the game right now. With Herod's Temple behind him, he can run through two good enhancements while only using one of his own, and his mere presence changes the way an opponent approaches the game more than almost any other single EC in the game. Vittles sees more play because he's more splashable, but TEP is definitely the better EC here.

If you're using Herod's Temple, you'll be burning more resources than just 1 EE, assuming this isn't the first turn. When combined with Holy Grail, Emperor Vittles wins games with his absurd draw power. One of the only ECs with reliable draw power, even.
