If Emperors were a stronger theme, this could be Vittles all the way. But PP is too good as both a hero and an EC.

Am I the only one who thought this would be closer? I had PP winning this, but I expected to have to write a paragraph making a case for it.

I voted Emperor Vitellius, because he can usually draw more, he can draw against and often be defeating an FBTN Hero (with Rome) and he can still play first often with Horses. Also because I'm a bit of a rebel.
