HA II negates protect forts, activates Herod's Dungeon, and can capture heroes in battle if Herod's Treachery is discarded while he is in battle.  Oh, and he bands as well, all CBN.  If Herods were a fast defense, he would be one of the best ECs.

Also, put Herod's Treachery on HA II and use it as soon as you enter battle, that can really hurt your opponent if he has many brigades.
