This is wrong cause I use a T1 deck all the time but it is a balanced deck with some speed.

He was using hyperbole. The fact of the matter is most T1 players do not utilize a lot of defense, and a lot of people (including myself) believe that more than maybe 10 cards on defense is not efficient enough to be competitive at high levels. T2 players, being required to have decks that are roughly half defense, have no such stipulations.
